- Head of household must be 62 years or older at the time of application, or age 18 or older at the time of application and have a disability.

Admission Preferences
- Preference will be given to households who meet HUD’s definition of homeless as provided in HUD regulations at 24 CFR Part 578. Preferences will be verified.
The waiting list for 1-bedroom units at Newark Gardens I opens on February 25, 2026 at 9:00 AM. Applications will be available to submit online. A valid email address is required to apply online. Online applications must be submitted by 5:00 PM on March 18, 2026.
Applications will also be available online to print. Paper applications will be available to pick up at 35300 Cedar Blvd, Newark, CA 94560 at the following times:
- Wednesday, February 25, 2026: 9am – 5pm;
- Wednesday, March 4, 2026: 9am – 5pm;
- Wednesday, March 11, 2026: 9am – 5pm
Paper applications must be mailed to the address listed on the application. Applications submitted by mail must be received by the manager’s office by 5:00 PM on March 18, 2026.
