The waiting list for studio and 1-bedroom units at Alcatraz Apartments opens on September 15, 2026, at 9:00 AM. Applications will be available to submit online. A valid email address is required to apply online. Online applications must be submitted by 5:00 PM on September 29, 2026.

Applications will also be available online to print. Paper applications will be available to pick up at 1501 Blake Street, Berkeley, CA 94703 at these times:

• Thursday, September 17, 2026, from 9 AM to 12 PM and 1 PM to 4:30 PM
• Monday, September 21, 2026, from 9 AM to 12 PM and 1 PM to 4:30 PM
• Wednesday, September 23, 2026, from 9 AM to 12 PM and 1 PM to 4:30 PM

Paper applications must be mailed to the address listed on the application. Applications submitted by mail must be received by 5:00 PM on September 29, 2026. A lottery will be conducted for all applications received by the deadline. The top 400 applications will be placed on the waiting list for consideration. If additional applications are needed, we reserve the right to process the next applications in lottery order.

Paper applications will be available to pick up at 1245 23rd Avenue Oakland, CA 94606 at these times:

• Starting September 16
• Monday, Wednesday, Friday
• 9:00 AM – 4:00 PM

Eligibility

• Applicants must be deaf or hard-of-hearing.
• Head of household must be age 55 or older at the time of application. If there are any additional members, they must be age 45 or older or meet an exception. See attached pages on the flyer for exceptions.

The waiting list for 1-bedroom units at Fremont Oak Gardens opens on July 22, 2026 at 9:00 AM. Applications must be submitted by mail. Paper applications will be available to print online. Paper applications must be received at the address listed on the application by 5:00 PM on December 16, 2026.

Paper applications will be available for pick up and drop off at 2681 Driscoll Road, Fremont, CA 94539 at the following times:

• Starting November 2
• Mondays and Wednesdays
• 1:00 PM – 3:00 PM
• Note: the office will be closed November 11 and November 25.

• Tuesdays: 9 AM – 12 PM, 1 PM – 4 PM while the waitlist is open

Applications submitted by mail must be postmarked by December 15, 2026 AND received by the manager’s office by 5:00 PM on December 22, 2026.
