Eligibility

Head of household must be age 55 or older at the time of application. If there are any additional members, they must be age 45 or older or meet an exception.

The waiting list for studio units at Oak Street Terrace opens on May 5, 2026 at 9:00 AM. Applications will be available to submit online. A valid email address is required to apply online. Online applications must be submitted by 5:00 PM on May 19, 2026.

Applications will also be available online to print. Paper applications will be available to pick up at the off-site address: 160 14th Street, Oakland, CA 94612 at these times:

Monday – Friday: 1:00 PM – 5:00 PM
May 5 – May 19

Paper applications must be mailed to the address listed on the application. Applications submitted by mail must be received by the manager’s office by 5:00 PM on May 19, 2026.

A lottery will be conducted for all applications received by the deadline. The top 300 applications will be placed on the waiting list for consideration. If additional applications are needed, we reserve the right to process the next applications in lottery order.

Oak Street Terrace is a great example of alternative urban development. The vacant and underutilized parking lot that once filled the space is now an elegant and efficiently designed building for low-income senior residents. The mixed-use project adds residential and commercial value to the community and a plaza improvement plan for the adjacent public space. The apartments at Oak Street Terrace were fully leased 30 days after the building received its certificate of occupancy. AHA reached out to Family Bridges, a local service provider, to assist residents, many of whom are ethnically Chinese, with translation services and to connect them with free or affordable healthcare services. This development has many unique features, including a 30-kilowatt solar energy system, natural and recycled finish materials and 1,500 square feet of neighborhood-serving retail.
