Eligibility: Head of household must be a Veteran and 18 years or older at the time of application.

The waiting list for 1-bedroom and 2-bedroom at Valor Village opens on August 14, 2024 at 9:00 AM. Applications will be available to submit online. A valid email address is required to apply online. Online applications must be submitted by 5:00 PM on September 18, 2024.

Paper applications are NOT available at the property site. Paper applications will be available to pick up at off-site location: 540 21st Street, Oakland, CA 94612 at the following times:

  • Tuesday, September 10, 2024: 9:00 am - 12:00 pm and 1:00 pm - 4:30 pm.
  • Tuesday, September 17, 2024: 9:00 am - 12:00 pm and 1:00 pm - 4:30 pm.

Paper applications will also be available online to print. Paper applications must be mailed to P.O. Box 2605, Berkeley, CA 94702. Applications submitted by mail must be postmarked by 5:00 PM on September 18, 2024 AND received at the P.O Box by 5:00 PM on September 25, 2024 to be entered into the second lottery.

Eligible applications received before 5:00 PM on September 4, 2024 will be entered into a first lottery. All eligible applications received after 5:00 PM on September 4, 2024 and before 5:00 PM on September 18, 2024 will be entered into a second lottery.

The 811 San Pablo project will provide 100% affordable housing with 33 units for low-income households earning between 30% to 60% AMI in Pinole. The development will consist of 29 one-bedroom units and four (4) two-bedroom units, one of which will be a manager’s unit. 

The ground floor comprises a lobby with mailboxes, stairs, elevator, spacious community room with kitchen and a computer station, two property management offices, a resident services office, an exterior bike storage, and a courtyard connecting to a community garden and a children’s playground. The parking entrance located along San Pablo Avenue will lead to an outdoor parking lot consisting of 20 parking spaces. The property will be managed by a team of Satellite Affordable Housing Associates (SAHA) staff members who will provide management, maintenance, and resident services coordination.

SAHA completed the entitlements process in July 2021, and secured all financing commitments. Groundbreaking is targeted for June 2023, with estimated completion in October 2024.
