Eligibility

Head of household must be 18 years or older or legally emancipated at the time of application.

The waiting list for 1-bedroom and 2-bedroom units at Camino 23 opens on September 16, 2026 at 9:00 AM. Applications will be available to submit online. A valid email address is required to apply online. Online applications must be submitted by 5:00 PM on September 30, 2026.

Paper applications will be available to pick up at 1245 23rd Avenue Oakland, CA 94606 at these times:

Monday, Wednesday, Friday
9:00 AM – 4:00 PM

Paper applications must be received at the address listed on the application by 5:00 PM on September 30, 2026. A lottery will be conducted for all applications received by the deadline. The top 800 applicants will be placed on the waiting list for consideration.

Camino 23 is a 37-unit apartment building with one and two bedroom units, including one manager’s unit, in the San Antonio neighborhood of Oakland.

Surrounded by a historically rich neighborhood, this exciting project will provide housing for low-income individuals and families from Oakland and beyond. Building amenities include a community room, computer room, on-site laundry facilities, off-street parking and a fifth-floor outdoor resident patio. Camino 23 will bring spark to a corner that has long been vacant and house many in need. Residents of Camino 23 will all be earning between 20-50% of Alameda County Area Median Income. Five units are set aside for homeless households and five units are set aside for residents living with HIV/AIDS.

This community is supported by many funding sources including City of Oakland, Alameda County and the State of California. One source of funding from the State of California, the Affordable Housing and Sustainable Communities (AHSC) program has provided grant funding to make transit related improvements in addition to supporting housing development. Partnering with the City of Oakland, the AHSC funds are helping to improve the pedestrian street lights along International Boulevard—- a very timely improvement that will help guide the upcoming Bus Rapid Transit (BRT) line.
